apache and perl message no write permission

Have installed apache 2 and perl trying to run basic hello world script recieve message Access forbidden no read protected , was different before started meesing with conf file ran a .pl file and asked me if i wanted to download
very confused with conf file in apache
please help
 
The "download" request from your browser is because Apache is not executing the script, but trying to send its source code.

Make sure your "AddHandler cgi-script" line includes ".pl" in its list.

Make sure that Apache has been told to execute cgi scripts in the directory where the file resides using "Options ExecCGI".

Make sure that the script itself has execute permissions set on it.
