apache 2+ hogs processor on win32

has anyone seen this too?

i launch apache 2 and i get 2 processes (a guardian and the root process for requests).
the request root process takes over the world with 90% or more of cpu time.

also, when i try to open documents through apache, the browser just keeps opening, and opening, and opening and opening and....

this is not normal now is it?
