Apache 2.0 error message when url contains : %3f, %25 ...

Hi,

I just setup a new server with apache 2.0, I use also php and mysql. When url contains some encoding like %3f for ? and %21 for ! ... there is a redirect a 403 error page, I have created my own 403 page but in this case and only in this case my 403 error page can't be display : I have the forbidden page and below it :

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request

Can you please help me with that issue.
