Apache 1.3.x website cannot load from other computer

Hi guys,
I can view my website by typing

http://localhost

and

http://12.12.12.12(exmaple).

I tried on other computer(diff connection), it can't load the default page. I tried ping the ip address, it replied. I don't have dns domain. so the conf i put

http://12.12.12.12/

do you guys have any idea?

my os is win2k
