Apache 1.3.27 works, but not 2.0.45? 1

This is related to a previous thread where I asked what 'Error 1' is. Server installation of RH Linux 7.3; if I try to install Apache-2.0.45 it errors out on 'make install', but if I try to install Apache-1.3.27 it works just fine.

Is there some reason for this? Can someone point me to a resource that can answer this question? Is there a big difference between version 1.3 and 2.0?

I believe the 2.0 stuff is really still bleeding edge.

Considering this is a "box" and not a production machine, I suppose there's no reason why I should be worried about loss of features between version 1 and 2.
