AP signal kepps going low to very low at 108mps 1

For six month now my AP signal has always been 108 mps low signal strength. It is now varying from low to very low but I am still connected. My antenna is a 12dbi cantenna. What can I buy to maintain a constant signal because low signal is just a great connection. I am using a 200mw usb antenna in between the cantenna and my usb port.

If I might be able to steady my AP signal and I am on the second floor of my house, what can I try to receive the same signal in my basement and will the signal be as strong as on the second floor of my house ?

I plan to re-read the links but I thought of something else. My cantenna is connected to a USB anplifier and then to my USB port. I know I am getting a 15-18 dbi signal using the Cantenna with the output going to the Engenius EUB-362 EXT unit. Would using a router help and stabilize the signal ?

 
Can you borrow a Router and test your theory, personally I don't have much to do with Wireless Networking, so I can't add much more from a practical point of view.
