aol phishing protection

It's not a virus, but I couldn't think of a better place to ask.
A friend has a personal website that aol seem to think is something to do with phishing. Aol users can't access the site any more.
Does anyone know what procedure aol use to decide what is a dodgy site and how you can get an innocent one removed. Do they block by individual site or is it by hoster?
 
Can't comment, but maybe his IP address on the web server was once used in the past. Really only AOL will be able to tell your friend why they are blocking it.
