AOL 7.0 dials three times before connecting, can't browse.

Windows 98se with AOL 7.0 installed. Dials three times before connection is made. We have tried different numbers. Same thing. Also, email works but we cannot browse with IE or AOL 7.0. Need some clarification on this. Does AOL 7.0 use IE as it's browser or does it have it's own? Furthermore, the good people at AOL had us go to the start menu and launch a "System Information" program from inside the AOL menu. Then had us go to "Utilities". Then they had us clear the cache files and uninstall the AOL adapter. Restart the computer. Remove any file on the computer that had the name "Global" in it. This forced AOL 7.0 to setup the modem and get the dial up numbers again. They also wanted us to go to the "Internet Tools" and use the "Repair Kit". I could not find that one. Anyway, we had a similar problem with a customer running Windows 2000. In that case we had to reregister some dll files to fix the problem. Windows 98 does not have those same files, so this is not an option. Any help on this matter would be greatly appreaciated. Thanks
 
Issue webpage:
start->settings->control panel->internet options->programs->reset web settings->uncheck also reset my home page->yes->ok.
start->settings->control panel->internet options->advanced->restore defaults.
If nothing works contact Internet explorer tech support at 1-425-635-7123 or try installing IE 5.5 on win98se and win 2000.If u have IE 6.0 it is not compatible with win98/aol7.0 and win2000/aol7.0 !!

Issue connectivity:
come to the aol sign-on screen->setup->expert setup->on the connection setup screen delete HOME and all the access numbers below it so that the box is empty->add location->next->cancel->u r back to connection setup screen->expert add->delete number(connection)->add the first number->enter same number in edit number here->uncheck all the options below that box like dial 9,*70 etc->ok->u r back to the connection setup-> add the next numbers in the same way.
After adding all the numbers->devices,modem etc tab->delete everything modem,TCP/IP on this screen->auto detect->it will search for a way.....->in the select a connection select modem and telephone connection->next->yes. -> u r back to the sign on screen.
 
Signon to AOL -> go to keyword "webutil7" ...download the patch for your operating system.Run it on your computer.

or try this

uninstall aol uninstall DUN...install DUN and then install aol AOL Tech
