Anyone know where to get LPK_TOOL?

I'm using version 6.0 of vb trying to create an ActiveX object for a web page. All of the documentation says to use this tool to make a license file.
I've been all thru the net and on the MS site for 2 hours trying to find this tool.
What's the catch? Am I nuts?

If anyone knows please help me.

Look on your Visual Studio disk 3 under LPK_TOOL
