Anyone heard of 'secars'?

I found a message in my server 2003 App event log that simply states "Secars started!"

I can't find anything on my system referencing 'secars' except in my internet history from multiple search engines.

I can't find anything on the internet that actually references computer software when searching for the term.

Has anyone heard of this or know what it is??
