Anyone else having issues with Conditional Formatting on range with Excel 2016

1. Selected range
2. Click Conditional Formatting
3. New Rule (unless you have it already made, then go to Manage)
4. "Use a formula to determine which cells to format"
5. enter this rule (with no single quotes) '=MOD(ROW(),2)=0'
6. Click FORMAT
7. Set background color
8. Click OK
9. Click OK
<DONE!>

SHOULD be alternating rows of colors, RIGHT?
... not for me
