I don't understand the question.
VoIP is handled at Layer 3
If you could tell me a little more about what your business needs are, I might be able to help

We are a ten County heath Dept. we are the size of Delware/Rhode Island. we have ten of ever thing. would like to go to one Phone system one server site and have the offices conicted with T1's. And have the phones and date going down the same lines?
I know it can be done. just don't know where to find help with out breaking the bank$$$
I'm currently working for a client that is rolling out VoIP using Cisco gear, phones, etc.
While VoIP saves money in the long run, it does require what can be a substantial up front cost.
My recommendation would be to hire a reputable consulting firm to look at your business needs & do an analysis for you. At least then you'd know for sure what kinds of costs you're looking at.
I can't solicit here, but if you'd send me an email, I may be able to help you.

I've had some experience with Multitech's VOIP stuff. It worked really well in our situation. Several bank branches that were connected via T1 and a few via DSL. The quality of the call was not bad at all.
They were a bit of a bear to get configured correctly. There were patches/firmware updates that needed to be applied and all the units had to be on the same revision or they didn't work. That was well over a year ago though so perhaps they've made it a little easier.
If I remember right, they were less expensive than Cisco's gear (not surprising).
