Anynet controlllers not varied on after IPL

LPAR partition running V5R1M0 with cum pak 03343.
after an ipl the anynet controllers which are configured vary on at IPL *YES remain varied off. we have seached all logs and joblogs but cannot determine why this occurs. We have checked for PTF's which may cover this problem and can only find SI04644 which is applied. Has anyone else had this difficulty? There are approximately 30 anynet controllers on the system. We have to maunually vary them on after IPL. Thanks for any advice,

we are getting lots of CPD8EFF errors after the ipl. (Vary online at IPL failed for &1 type &2).

values &1 and &2 appear to be garbage eg like bad field reads from a file with corrupt data.

is there an os maintained table for vary on ipl controllers/devices that may have become corrupted?
