Any way to make fill-in values populate a drop-down menu?

I have a column set to choice > drop-down menu. When I had 'allow fill-in values' set to Yes I expected it would auto-populate the drop-down menu. However, it does not. (I'm unclear what the point of the 'allow fill-in values' is then, if not to allow users to add to the list in the drop-down menu.)

I need to have a way for users to add project names to this drop-down menu... I do have access to SharePoint Designer, if that makes a difference.

Thoughts, suggestions??
