The answer is yes, the question is what about emergency calling. Some simple ways to make it so they can call internal only is to:
1) set the FRL to 0 (zero)
2) Change "Calling Party Restriction" to Outward
3) Toggle the "Calling Permission" to "n" for the COR(s) that your trunks use.
Any one of these will work, it depends on how blocked do you want it. If you have a separate trunk for long distance, you could find the COR on the trunk page and toggle it to "n" in your new COR. This would allow only for local and internal calls.
If you want them to only be able to call extensions and 911, make the FRL 0. This assumes you have a route pattern for 911 with a FRL of 0.
FRL (Facility Restriction Level) is the foundation for restrictions. 0 is the most restricted and 7 is unrestricted. In order to make a call, the caller's FRL needs to be equal to, or greater than the restriction.
