Any Sender Policy in MS Ex2000 or Outlook?

Dear All:
We are facing a problem that our users always sending the wrong e-mail address to other customers who are in similar e-mail address by mistake. Is there any features that we can create a sender policy so that different users will only be assigned with a dedicate e-mail address book on sending thru MS Ex2000 or Ms Outlook, please advise
