Any permissions appears for folders

Hi,
I use windows 2000 Professionnal, in the root directory I have 3 folders who I can't access with any user. The Administrator can't access too to the directory. When I check in permissions, Any group, or user appears in it.

How can I change it to access to the directory? or to erase it? When I try to add a user, windows tells that I can't save changes.
