Any other way than using Translation Toolkit to translate an appl?

Hi

I am working with translating our application to other languages, for them moment only German. I have used the translation toolkit for this purpose, but I found it very unstable and not consistent. Sometimes it just ignores to translate objects, othertimes it removes objects from my library. Hands on activities after translation are taking to much time.
Is there anyone who has experience in any other way to translate the application? Or any other useful tip?

The only thing that I have seen done is to sort of replicate the translation toolkit and create your own database that drives the text on buttons and screen...passing in the language you are using.
