Any Creative Ways to Prevent People from Rebooting Server?

A third party does our server support and they handle the windows updates and such. My issue is I do not want this server rebooted under any circumstances unless I am there doing it myself. The team that does the updates have admin rights and it isn't as easy as just telling them not to do this. They do 1000+ servers for our entire organization. They need admin rights for other things. So this could be as simple as me diplaying a huge banner on the desktop saying Do Not Reboot or something. They use Windows remote desktop so I need to make sure that this banner shows up when they log in. If they see it in front of their eyes they would probably not reboot it. Easy way to do this?
 
You can just modify the local security policy of your server to only allow yourself the ability to "Shut down the system" right
 
Refuse to pay them if they don't follow your rules. It will only take one time to convince them. *LOL*
 
For a desktop banner you could use bginfo

If it doesn't leak oil it must be empty!!
 
If it's windows updates that are asking to be restarted.
Open gpedit.msc on the server goto
Local Computer Policy -> Computer Configuration -> Administrative Templates -> Windows Components -> Windows Update -> No auto-restart for scheduled Automatic Update installation and enable it
