anti virus-futher abusing "dead horse" topic-rising?

Using virus total over the weekend, a software called rising was one of only 5 to detect a problem in the explorer file I uploaded.
I'd not heard of that before.
Anyone familiar with that one - good, bad, indifferent to use a free chinese software?

I just did a quick search, and oldest review link I saw was from 2009. So, it may be fairly new, I don't know. It looks like it's rated either 3.5 or 4 out of 5 stars by CNet, but I'm just going from what it shows in search results on Google, b/c I didn't click the link to check it out:
