Anti-Spam Question

In Exchange Server 2010 if I have Anti-spam IP Block List providers populated like zen.spamhaus.org, if I whitelist a domain with the following commands, does the whitelist take presitent over the IP Block List?
$list = (Get-ContentFilterConfig).BypassedSenderDomains
$list.add("domain.com")
Set-ContentFilterConfig -BypassedSenderDomains:$list
 
Haven't got access to my lab at the moment to test but I think block takes precedence over whitelist.
 
You would think it would be the other way around.

I have a vague recollection I looked at this for something like GFi Mail Essentials around Exchange 2000 days. If memory serves (not 100% likely) it was that a spammer doing spoofing of a domain should be blocked based on IP rather than white listed based on domain name.
 
I guess Microsoft had to make a decision on how to play it, but in my humble opinion, a whitelist should supersede everything.
