Answering calls when your phone isn't ringing

I recently did a format/recreate on an SD card. It solved their issue, but created a new one that has me stumped.

They say prior to the rebuid, phones that were not programmed to ring could answer calls anyway. They have line appearances on their phones. Customer states: "the caller ID information showed up on all phones, even those that weren’t ringing, and the call could be answered by just picking up the phone. There was no need to select the line button."

I have a copy of their old config and don't see how that worked, or how I can make it work. The line appearances are set to not ring. Most users are not in the Main calling group. There are no pick up buttons...what am I missing? It's an IPO R8.1 with digital phones by the way.
 
Sound fairly simple:

Each user:

=> Line Appearance button set to no ring.

=> Ringing Line Preference enabled.




Stuck in a never ending cycle of file copying.
 
That is how each user is set, and they cannot answer the phone. I had the customer toggle the Ringing Line Preference off/on, and it still doesn't work.
