Another Attendant Console Question/Issue??

Running CCM 4.1(3)sr1, We are configured to load balance as configured below. The backup (ATT2) only gets 1 call at a time if she put a caller on hold, and the main (ATT1) switchboard gets 3 or4 calls at once. The backup can only get one, which limits how helpful she can be. We have over 7 sites w/ 1 Attendant Console Users and 2 sites w/ 2 Attendant Console Users to balance the load. Both configured the exactly same one site works great and the other is behaving as described above…Go figure? We are configured as Users Hope someone can shed some light on this issue…Thanks!!!!!
