Anonymous ftp from AIX to W2K

Is there any way to push a file over anonymous ftp from AIX to any W2k machine?
The following attemp to put a file named "xx" into a W2K machine did not work for me:

ftp -in lll << !
quote user anonymous
quote pass mymail@my.com
put xx xx
bye
!

xx: Access is denied.

I've tried "cd" to some PC dir other then "/",but this also failed.

are you running a ftp server on the w2k machine. w2k normally has a ftp client only.
