Anonymous Access problem

We are having problems with the anonymous access configuration for our site. It is on MOSS 2007 and the anonymous access is for the entire site.

If the admin is signed into the server, the anonymous access works, but if the admin is not signed into the server, then the anonymous access does not work for users.

Any ideas? I am sure it is just some setting, but trying to find it is baffling me.
