Annoying background using explorer

How can I get rid of the "clouds" background from appearing
in windows explorere and IE?
I want it with no decoration.NOTHING.
Does anyone know?

kjonnnnn , No. I mean changing the background from the explorer, not from desktop.

Yes it's in all explorer windows.
I didn't understand the "control panel" part.
 
Control panel is sometimes associated with Explorer, especially if you're using "Web View".
Just make sure you change one folder, removing the customization, then make all folders look like that one. The option is under View > Folder Options > View.
