A customer has a break room and wants the ext to answer after 6 rings in the event on one is in the break room. he wants the recording to say that there is no one in the break room at this time and to hang up and call back later. He does not want the MB to take a message at all.

Does Partner Messaging have "Announce Only" or a "Take No Messages" option? Any suggestions?

Partner Messaging? Sure, create the mailbox, set the VMS Coverage Rings to 6, log into the mailbox, option 8 is Answer Mode, set it to Answer Only.
