Animations including "free transform"

My problem is the following: i would like to create an animation that contains two layers; a background and another on which there is a wheel. Of course i would like to get the wheel rotating, using the tween option. After making a new frame i use free transform to turn it a bit, but then the change can also be seen on the former layer, and this is why i'm just unable to do this tween thing right. Is it possible to make such animations somehow without creating every frame manually?

Tweening movement is simple enough but tweening rotation is hard. I always create them manually but having said that, I don't do many rotations.
If your wheel is a spoked wheel, you only need to create individual frames for a single segment, rather than the whole 360 degrees.
