What can be the best analysis tool for Accpac ERP ?

The ERP package does have a limited number of reports and while one can design reports from Financial reporter there is a limitation.

Like if I need a report of sales by customers, or region I cannot do it with Financial Reporter.

Any help would be appreciated

Financial Reporter is for financial reports, not sales analysis.
There are 2 Sales Analysis programs available, both from Accpac.
You could also write your own Crystal reports from the OE sales analysis tables (OESHDT - sales detail, OESHHD - summarised).
You could also pull the sales data from OESHDT into your favourite database or OLAP tool and take it further.

The options are only limited by your abilities.
