analog voip phone keeps ringing

ok, what happens is if you call from location A where the PBX is, it goes to a Fxo on a cisco router, then to the location B. If I call the number (from A), wait a couple of rings and hang up it says proceeding under SHOW VOICE CALLS and the phone on the other end (B) continues to ring for about a minute, and the line is tied up, any thoughts would be appreciated.

Does this happen with other calls from the public voice network, or just this PBX at "A".

If the latter, then it may be related to the type of trunks used on the PBX and the PBX configuration. Tell us more about those.
