analog phones on a 100BaseF remote cabinet

Here is one I have not run into before...
Just installed a remote IP cabinet (100BaseF) off of an existing 2 cabinet 1000M RLS 3.0. I can get digital phones to work just fine, but 500 sets get no dial tone. In fact, they do not even stat as BUSY when the tech goes off hook. The card can ID using the IDC command. Tried moving card to other slots. I checked the DTR card in the main cabinet and it looks fine, and all the 500 sets in the rest of the system work. All patches up to date.

Could it be the power supply? What am I overlooking?

it could be the ps, but add a dtr to that cab.. another test.. call the analog and answer the set as if it was ringing.. you should have a talk path without a dtr. BUT the ps is about the only solution for no ring.. the dtr is the only card for no dialtone IF you have talk battery.. no talk battery is usually a bad analog card or an open jumper..
