Analog phone not ringing 1

I have two 500 phone sets which won't ring. If somebody is calling, and you pick up the phone, you can answer the call, but the phone itself won't ring.
Things I've tried:
1. I've placed a known-good set on the line and still no ring.
2. I've connected directly to the block at the phone room, removing the premises wiring and still no ring.
3. LD 10 "OUT" the phone and re-created it. No ring.
4. Changed TN to another card. No ring.

FIRST QUESTION DO YOU HAVE A RING GENERATOR IN THAT IPE SHELF

Let me give you more information on my system. I have a Meridian Option 11c. It looks like three cabinets mounted on a rack. Each cabinet has around 10 cards, ranging from "analog, digital, universal, and fiber".

How would the ring generator look like? is it a physical card? Is the above mentioned rack the "IPE Shelf"?

Sorry for the lack of Option 11c knowledge but I'm an IT guy recently thrown into telephony.

both sets are on card 18, it may be bad.. in an opt 11 your ring gen is built into the ps for the shelf, large unit left hand side, power switch.. if other units on that shelf card 11 to 19 ring, then the card is bad, or at least ports on that card are bad.. you do not have ipe shelfs in the opt 11, or ring gen cards.. the analog card nt8d09xx is suspect.. ld 32 idu 18.(shows the card type..stat 18 (shows the status of all units on that card) disc 18 (turns that card off, light the red light) unplug it, plug in a new card... enlc 18...stat 18... next best thing is to move the units to a good card..

if the post would have said opt 11, any of us would have looked at the card.. same 1st thought, no rg on the ipe.. 1st analog card on that shelf... not the same in the wall hangers

Thanks for all your help. I moved these sets to card 20 and worked fine. I'm replacing card 18.
