Analog Line - Switch-Hook Trouble

I have a weird problem where I have an analog line which has made and is on a call, the client will hit the switch-hook flash button and the line is automatically dialing to the operator/attendant console.

Anyone familiar, know how I can get a 2nd dialtone as opposed to operator?

Any help appreciated
