Analog line replacement with IP

I have a customer with an old 8 X 24 Norstar. It connects to a branch campus 500 yards down the street via 6 ATAs that connect to OPX circuits from AT&T. The OPX lines drop out at the branch shop where they connect to a 6 X 16.

Well with equipment this old and the location they are having problems with the OPX lines.

Question: What hardware can I put in place of the OPX lines to possibly transport these analog lines over IP and still give them 4 digit dialing between the sites? I am going to look at the job tomorrow. I THINK they have a fiber between the sites so if anyone knows of a short haul fiber modem that would od this please let me know.

Or use a MCK fiber extender to a fiber station mod. I've never tried an extender on an 8x24, but you'd at least need a copper expansion card, and a copper to fiber converter (don't remember the model number). That way you'd replace the 616 completely.

Is the fiber multimode? Won't work on singlemode.
