I have a small call center within an existing IPO 500v2 9.0 PRI and the agents use single line analog handsets that have a headset only and just a dial pad, very simple set up for incoming calls only.

I am using a PHONE 16 module and using ports 1 thru 8 Exts 2901 thru 2908 and pointing a DID number to the first Ext 2901. I have 2901 set for Call Forward busy to 2902 and 2902 to forward on busy to 2903, etc.. The first two calls inbound will work just fine and hunt from 2901 to 2902 but a third call will get a busy signal. I have tried several different configurations but I will get a busy signal on third call.

I am setting this up to avoid the cost of paying 35.00 per phone company line in an 8 line hunt group. I searched different threads but no luck. Does anyone have any suggestions?

 
You should create a sequential hunt group, add those extensions to it, and point the DID to that hunt group.
 
...or even a Rotary group so Extn 2901 can stop complaining that they always seem to get more calls than 2908 who just sits there twiddling their thumbs.

Stuck in a never ending cycle of file copying.
 
better yet for a call centre longest waiting
but the original point stands
you need to use a group not call forwarding.

I would also suggests you contact a business partner for configuration advice as there are probably a number of other things obvious to an experienced PBX installer that you are missing.
