Analog device for a Siemens 4000 IP?

We bought a Siemens HiPath 4000 IP PBX a few years ago. We were able to use Siemens AP1120 (simply a rebranded Mediatrix 1102) analog converters to provide analog signals where necessary.

As a city government, we depend on analog signals in a lot of places for alarms, air quality monitoring, water flow monitoring stations, etc.

Mediatrix has ceased making the 1102 device. Their replacement, the 3502, is SIP only--and we are still in an H.323 environment. I have not been able to find an H.323 analog converter that will work with the Siemens IP PBX. I found one from Taiwan (Welltech), but it functions only in UDP where the Siemens PBX does call setup in TCP, then uses UDP for the call content.

Has anyone had any luck finding a device that provides analog conversion in H.323 for a Siemens HiPath 4000?
