An NS "bug" when using CSS menus. Need help!

A css based navigation menu we created in layers interferes with the function of text links.

Please look at in NS4. Place your mouse over the "Canadian Universities" text link in the first paragraph. It doesn't work.

The text links work when we place the text in a layer--a poor solution to the problem.

Now here is the twist. Resizing the browser window, makes the link work.

Looking for a bright solution to this "bug"?

The link works fine in NS 6.2. Are you testing with an earlier version?
 
Thanks for looking at the link. Yes, I test pages with NS4, and from two different computers. Unfortunately, NS4 is very commonly used in educational institutions. The job is for a University.
