Pop ups are generated from a parent page so you may want to investigate having a parent page open a pop-up and then the parent page could close/destroy itself, leaving only the popup. All of this can be done with javascript. See javascriptmadeeasy.com for ideas.
Beware that if the pop-up has no menu bar and cannot be resized, you will tick off many users who may wish to visit another site after yours.
