"IIS Server Instance" option missing

I'm really stumped, hope someone can shed some light on this. I setup 2 Windows 2003 Enterprise Servers and installed IIS 6 on both. I then went into the Cluster Administrator to set a clustered instance of IIS. (I've done this a few times on 2000 Advanced Server with no problems.) After setting up a Virtual Server, Network Name, IP Resource etc... I don't have the option to create an "IIS Server Instance" in the resources drop-down box. At first I thought maybe this option wasn't available in 2003 but I've seen references to it while searching for an answer. I know Microsoft doesn't recommend doing it this way, they recommend Network Load Balancing but I need failover on these 2 servers. Any help on this is much appreciated. Thanks.
