Am I having issues or is this common?

I have a couple of traveling users that have laptops. They're having problems connecting to our VPN. At one hotel they'll have no problems at all then at a different hotel 5 minutes later they'll connect but not be able to transmit data through the VPN. Is VPN unreliable in that respect? I run the same VPN software from my house to work and I NEVER have a problem connecting or staying connected.

BTW, I am running OpenVPN as my VPN software. I only run it because my small company can't afford a real VPN appliance.

I am trying to come up with a reliable way for our remote users to connect to our network but I am just failing here.
