ALU1/SLU1

Hi, I am trying to squeeze a new 16 port card into a Lim. All my sites (BC9) have ALU1 brdid 19 with brdid 60 SLU1 in an adjacent slot, which is marked passive. Is there a reason for adjacent slots? If I could separate them my problem would be solved.
