Altiware 4.0OE E911 outgoing caller ID to PSAP

I run an Altiware 4.0 OE server with analog Quantum cards connecting to a Verizon Centrex CO on 6 loop-start trunks. We are now required by the state to send caller ID unique to each extension so the E911 PSAP can know which extension in the plant called them. I see that ver 5.0 has a "E-911 CID" field for each extension. Can ver 4.0 be rigged to send the extension CID when calling 911?

As far as I know, you cannot do this over analog trunks. You must use a digital service, preferably ISDN-PRI which has the built in calling party id field in the call setup. Even if you were on a later version of AltiGen, the calling party id cannot be sent over analog trunks.
