Alternative to frames or?....

I'm trying to do something which seems simple and indeed may be but I can't figure it out. I need to do a site for a realtor where the top will be a consistant "banner" and the left will be a consistent link bar but the "main" area will be dynamic web pages imported from a third party provider. I can set this up in frames with relative ease and even figured out how to center the frameset on the web page using the letterbox technique. What I can't figure out is how to scroll the entire frameset as one. My goal is to end up with a site like this- . Can this be done in frames? Is there an alternative to frames? Can I import a web page into a table cell? Any help is greatly appreciated.
