Ok, if you have dhcp enabled you can choose the tab for alternate ip address and then enter the alternate (secondary?) ip.

Is there a way to have both the "primary" ip address be static and also the "secondary" address be static? It appears this is not possible.

Any help is appreciated.

I have not tried this on Windows XP, but in 2000 you can set multiple static IP addresses by clicking on the "Advanced..." button in the TCP/IP properties for your network card. You just click "Add..." and enter your IP addresses, you can also add multiple gateway's here too. Hope this helps.
