Aloha Guest Manager Host Service Won't Start

Getting errors with guest manager 13.1
ended landesk process to rule that out. Guest Manager will not open up and we are at a roadblock. In the service log agm.service.log the following instructions did not work to resolve the issue. It said incorrect database revision. Please run guest manager upgrade and when trying to run the installupgrade.exe it remains frozen in the middle of the screen.
