I'm having trouble locating where to enable or setup employee tip outs, or any " payouts. I looked under access levels. But even when I'm logged in as a manager I do not have a cash functions/pay out button under financial like I would normally see. Any thoughts? Sifting through the BOH manager is making my brain mush.

Look for Petty Cash, you can then setup various reasons for taking cash out of the drawer. If you want better management of tips, as well as not worrying about IRS audits take a look at Gratrack, It allow you keep tips and distribute with pay checks It will keep track of who tipped who each day. And most important you can free up lots of hands on cash for nightly tip outs. With the increased demands on restaurants and night clubs to report all tips to all staff this is a great way of doing it.
Your staff may hate you at first for not having cash each nit like they are used to, but they will have verifiable income and allow you for great tax credits for ACH if you need to provide health insurance to your staff.
In California this is becoming the norm due to high cost of labor in a state where minimum wage is the same for tipped and non tipped employees. Yes servers starting wages are over $9 and hour plus tips, Bartenders I have seen earn as much as $15 an hour plus tips.
