Aloha EDC problem

Having a problem with edcsvr. Whenever the BOH server is rebooted, if you try to start EDC you get a message that EDC is already running, but a check of taskmgr does not show edc.

The only way to fix this is to run services.msc stop edcsvr process and then restart it.

Any suggestions?
