Allowing Windows 2008 users to stop and start services

I am trying to find a way to allow a specific user to stop and start services. I have looked all through the local security policy, but found nothing that would allow me to do that. I googled and found a few things indicating I can do this from the command-line using something in the resource kit, but that would mean we have to set the rights if we ever have a new service. So, I was hoping for something general.

All of the machines in question are Windows Server 2008 R2 Standard and not part of a domain.

Any help is appreaciated.
 
if you make the users local administrators then they would be able to do this
