Allowing user to access the all process checkbox

As far as I know when logged onto Win2k only Adminsitrators can access the all process checkbox in task manager. Does anyone know how to allow users to also access this checkbox. I have tried on suggestion of giving full permissionson teh exe but this has not helped... any other suggestiosn would be much appreciated
