What file do I need to change to allow telnet access to my Solaris box

You need to uncomment the telnetd line in /etc/inetd.conf and restart inetd

If I wasn't Blue, I would just be a Dragon...
 
If it is only root that is having trouble logging in through telnet, comment out the CONSOLE= entry in /etc/default/login.

This is not the recommended setup though for security reasons.
